Diplomatic posts with sizeable number of expats have set guidelines on how to acquire the Certificate of Good Conduct (CGC) for their respective citizens applying for new work visas in the UAE.
Obtaining a CGC or Police Clearance Certificate for jobseekers came into effect from February 4 this year. Expats applying for new work visas in the UAE are subjected to security background checks and required to submit a police clearance from their home countries, or the country of their residence for the past five years, as a move to ensure the security of the society, according to authorities.

Despite the temporary suspension of the good conduct certificate as a requirement for employment visa across the UAE, some Filipinos in Dubai who have applied for the said document will still continue with the application, lest it be required by their prospective employers.
“It will be up to them (job-seeking Filipinos),” Philippine consul-general Paul Raymund Cortes told Khaleej Times on Monday when asked if he will advise his kababayans (compatriots) to hold the application for a good conduct certificate or NBI (National Bureau of Investigation) clearance – the Philippine equivalent of police clearance certificate.

Good conduct certificate in UAE: Deadline for Filipinos, Indonesian workers postponed

The Philippine and Indonesian consul-generals in Dubai welcomed the move by the Ministry of Human Resources and Emiratisation (MoHRE), which has suspended the requirement for a Certificate of Good Conduct (CGC) for new Filipino and Indonesian domestic workers until June this year.
The MoHRE recently issued a circular to all Tasheel Centres, which are in charge of processing the employment of household service workers (HSWs), ordering the suspension of requiring a CGC of police clearance certificate for Filipino and Indonesian housemaids.

Indian, Filipino jobseekers complain of delay in good conduct proof

Joy, a Filipino expat and resident of Dubai for four years, has been going around processing her certificate of good conduct (CGC) for a couple of days and yet to finish doing it.
She is just one of the thousands of expats who are “scrambling” for a CGC as the lack of clarity continues to spell confusion among job aspirants and visit visa holders. The high cost and long waiting period to obtain a CGC or a police clearance certificate (PCC) have made them raise concerns over the procedure.
Based on a study Khaleej Times has conducted, Indian job aspirants in the UAE on a visit visa are now being told that there is a 40-day waiting period for them to acquire the PCC. In some cases, workers are being shuttled from application centres to local diplomatic missions and are having to wait in long queues to acquire the mandatory certificate.

Dubai free zones, government staff don’t need conduct proof

Dubai immigration authorities have temporarily exempted foreign nationals from producing good conduct certificates for processing their employment visas. This measure is expected to improve job prospects for them in free zones of the emirate.
Free zones fall outside the purview of the UAE Labour Law, hence they will not need the document.
Job visa applicants outside the free zones in Dubai, however, need to provide conduct certificates, according to the Ministry of Human Resources and Emiratisation (MOHRE).

Philippine Consulate awaits instructions on good conduct certificate in UAE

The Philippines Consulate in Dubai is waiting for instructions from the Philippine government in Manila on the issuing of the ‘good conduct certificate’ as a prerequisite for obtaining work visas in the UAE, Philippine consul-general Paul Raymund Cortes said.
“We have already sent a report to Manila’s Department of Foreign Affairs and we are seeking guidance on how we are going to issue the good conduct certificate,” Cortes told Khaleej Times during a Press briefing, at the Philippine Consulate on Tuesday.
“It is a requirement that we are going to comply with, but we are still awaiting the specific details on how we can go about it,” Cortes added.

Confusion reigned on Sunday as the UAE made the ‘Good Conduct and Behaviour Certificate’ mandatory to get a work visa. Missions in the UAE received numerous phone calls from concerned job seekers asking about the procedures involved.
The Philippine Consulate General Dubai has issued guidelines on how to acquire the Certificate of Good Conduct for new Filipino workers in the UAE. “The certificate, also known as ‘No Criminal Record’ in the Philippines, must be obtained from the National Bureau of Investigation (NBI),” Philippine consul general Paul Raymund Cortes said. “The NBI Clearance must be authenticated by the (Philippine) Department of Foreign Affairs (DFA) and attested by the UAE Embassy in Manila.”
