The EJN guidelines for ethical reporting on labour market issues in the Arab region (Arabic & English)

The Ethical Journalism Network, together with its partner the International Labour Organisation (ILO), has launched a set of guidelines for ethical reporting on labour market issues in the Arab region.

The guidelines have been developed in consultation with a number of experienced Arab journalists and aim to provide support to journalists at all levels who wish to cover the world of work in a fair and equitable manner.

The guidelines, available as infographics in both Arabic and English, were developed as part of the ILO SSTC Journalism Fellowship for Arab States, implemented through a partnership between EJN and the ILO. The Fellowship gathers a number of journalists from key Arab media outlets, with the aim of promoting a more robust, comprehensive and human-centered approach to reporting on labour-market issues in Arab states, and to foster cooperation among journalists within the region and beyond.

The EJN guidelines are as follows:

1. Provide Context

Use accurate data and fact-based reporting to provide a full picture of the context and conditions for labour rights in your country or region. The ILO has a useful database of statistics, labour laws, standards and policies that are updated and usable in your work. It also has comprehensive country profiles that give an in-depth look at national stats, from unemployment rates by sector through to average wage earnings and occupational injuries.

2. Tell positive stories that focus on human rights

Consider a human-centred reporting approach and put people at the centre of your reporting and storytelling. Be aware of your audiences and their needs and develop your narrative to suit. Remember that most of your audience is impacted by the labour market themselves and will often be stakeholders in the story.

ينبغي، عند إعداد التقارير الصحفية، اعتماد توجه يضع الإنسان في صميم العمل الصحافي والسرد القصصي، وأن يكون الصحافي والصحافية على معرفة بقرائهم واحتياجاتهم، وبالتالي ينبغي عليهم تطوير سردية القصة بما يتناسب مع ذلك. كما أن غالبية جمهور القراء هم أنفسهم متأثرين بأوضاع سوق العمل، وعليه فغالباً ما يكونوا من أصحاب المصلحة في القصة الصحفية.

3. Intersectional reporting is important

Women, children, young people, LGBT+ and ethnic minorities are all part of the labour market and are impacted in different ways. As well as official sources, include the perspectives of minority groups, telling the story from different angles where possible.

تعد النساء والأطفال والشباب ومجتمع الميم والأقليات العرقية جزءاً من سوق العمل، وبالتالي فإن أوضاع السوق تؤثر بهم وعليهم بطرق مختلفة، لذلك ينبغي تضمين وجهات نظر هذه الفئات أو جزءاً منها، بالإضافة إلى المصادر الرسمية، وسرد القصة من زوايا مختلفة حيثما أمكن ذلك.

4. Practice solution-driven journalism

Remember that the future of work is changing at a rapid speed. Technological development, climate change, demographic shifts, globalization and Covid-19 are all changing the world of work and its possibilities. Covering the different aspects of work and the various responses to its challenges, and investigating what worked and what did not work, will help provide explanations and allow a different and more constructive narrative to emerge.

5. Include all perspectives

Workers should be given a voice in shaping their future. Including their views and those of employers and governments in your reporting is essential for responsible reporting.

تضمين كافة وجهات النظر

يجب أن يُمنح العمال صوتاً في صوغ مستقبلهم. إن تضمين آراء وأصوات العمال وأصحاب العمل والحكومات في التقارير الصحافية يعتبر أمراً ضرورياً لضمان أن تكون التغطية الإعلامية مسؤولة.

6. Adopt a regional and global approach

Taking a comparative view will raise awareness of your country’s approach to labour standards and policies. Showing how other countries in the region develop and enact policies and respond to labour market challenges will highlight additional aspects for analysis. Explaining the similarities and differences between countries and approaches will encourage governments, organisations and citizens to be more accountable. It will enable more networked approaches to develop over time

اعتماد توجه إقليمي وعالمي

سيؤدي اتباع أسلوب مقارن إلى رفع الوعي بالنسبة لتوجه بلد معين حيال سياسات العمل ومعاييره. إن إظهار كيف تضع بلدان أخرى في المنطقة السياسات وتنفذها وكيف تتعاطى مع تحديات سوق العمل، من شأنه أن يسلط الضوء على جوانب تحليل إضافية. إن شرح أوجه التشابه والاختلاف بين البلدان والتوجهات المعتمدة سيشجع الحكومات والمنظمات والمواطنين على أن يكونوا على قدر أكبر من المسؤولية. وسيمكن هذا من تطوير المزيد من التوجهات بمرور الوقت.

7. Consider UN Sustainable Development Goals

Responsible reporting on labour issues recognises that overcoming labour market challenges and achieving decent work will support the realisation of the 2030 Agenda for Sustainable Development. Familiarise yourself with the 17 Sustainable Development Goals (SDGs), including Goal 8 on promoting decent work and economic growth.

الأخذ بعين الاعتبار أهداف التنمية المستدامة للأمم المتحدة

تكون التقارير الصحافية المتعلقة بقضايا العمل على قدر المسؤولية في حال أقرت بأن التغلب على تحديات سوق العمل وتحقيق العمل اللائق سوف يدعم تحقيق أجندة التنمية المستدامة لعام 2030. عليه فمن المهم للصحافيين والصحافيات أن يطّلعوا على أهداف التنمية المستدامة الـ17 التي أقرتها الأمم المتحدة (SDGs)، ومن ضمنها الهدف 8 حول تعزيز العمل اللائق والنمو الاقتصادي.

The guidelines will be launched at a panel which will be held on Saturday 4th December 2021, at 17:00 PM Amman time, entitled: Ethics in Reporting on Labour Market Issues Hosted by EJN & ILO. The guidelines will be made available on the ARIJ, EJN and ILO websites from 3rd December 2021.

Due to the recent global disruptions, those in power have been seizing the pandemic as an opportunity to silence journalists, restrict their access to information and contribute to partial, if not total, media blackout. It has become more important than ever for journalists to hold the powerful accountable for their actions. In light of that, ARIJ has selected this year’s Forum theme; “Journalism & Accountability in a Disrupted World”.
